Recognised Higher Education Institutions in Uganda
The National Council for Higher Education—NCHE—is the statutory body responsible for regulating higher education institutions and accrediting academic programmes in Uganda. NCHE states that its online information is presently being updated. A parent should therefore use this chapter as a guide and then perform a final check in the NCHE Integrated Management Information System before paying university fees.

Part Two: Important Corrections to the Old List
- Kabale University Is Now a Public University
Kabale University began as a private institution but is now one of Uganda’s national public universities. Parents should no longer place it under the private-university category.
- Mountains of the Moon University Is Now Public
Mountains of the Moon University in Fort Portal also moved from private to public status. Its transition means that old documents showing it as a private university are no longer current.
- International Health Sciences University Changed Its Name
International Health Sciences University is now known as Clarke International University. Clarke International University announced that it received a university charter in July 2025.
- St Augustine International University Changed Its Name
St Augustine International University became King Ceasor University. King Ceasor University reports that it received a full charter on 3 July 2025. Its present academic structure includes medicine and health sciences, law and management sciences, and science, computing and engineering.
- Virtual University of Uganda Changed Its Name
Virtual University of Uganda now operates as Nexus International University. Because it has historically concentrated on technology-supported and flexible learning, a parent should verify that the specific online, blended or distance programme has current approval for its delivery method.
- Uganda Technology and Management University Changed Its Name
The institution formerly called Uganda Technology and Management University is now officially presented as Universal Technology and Management University, while continuing to use the abbreviation UTAMU.
- Islamic Call University College Changed Its Name
Islamic Call University College is now known as Insan International University.
- Busoga University’s Licence Was Revoked
NCHE states that the licence of Busoga University was revoked on 27 November 2017. Learners should not enrol on the basis of the old photograph.
- Nsaka University’s Licence Was Revoked
NCHE states that the licence of Nsaka University was revoked on 16 March 2018.
- A Year in an Old Table Does Not Prove Current Recognition
The year shown in an old document may refer to:

Parents should never use the year of establishment as proof that a university or programme is currently recognised.
Part Three: Understanding Recognition in Uganda
Before considering individual institutions, learners and parents must understand the different legal categories.
Public University
A public university is established or taken over by the Government of Uganda. Public status does not mean that every student studies free of charge. Public universities admit both government-sponsored and privately sponsored students.
Chartered Private University
A charter is the highest institutional status normally granted to a private university in Uganda. NCHE explains that a private university may receive a charter after holding a provisional licence for at least three years and satisfying the required conditions. However, a charter does not automatically approve every programme the university may advertise in the future. New programmes must still obtain the relevant accreditation.
Private University with a Provisional Licence
A provisional licence permits a private university to operate while it develops towards charter status. A provisionally licensed university is not necessarily illegal or unrecognised. However, the parent should exercise additional care by confirming:

Other Degree-Awarding Institution
An ODAI may offer undergraduate degrees in specialised fields but is not classified as a comprehensive university. Examples include Uganda Management Institute, Law Development Centre and the Uganda National Institute for Teacher Education.
Other Tertiary Institution
An OTI generally provides post-A-Level certificates, diplomas and related qualifications rather than operating as a comprehensive university. Makerere University Business School is currently classified as a public OTI and is an affiliate of Makerere University.
Institutional Recognition and Programme Accreditation Are Different
A university can be legally recognised while a particular new course remains unaccredited. NCHE does not award university qualifications. It accredits academic programmes, regulates institutions and verifies or equates qualifications. Its IMIS database allows the public to check recognised institutions and accredited programmes.
A parent should therefore check three things:

Uganda presently has ten national public universities.
1. Makerere University
Main location: Kampala
Historical roots: 1922
Makerere is Uganda’s oldest university and has the widest academic range among the country’s public universities. It offers programmes through nine colleges, the School of Law and other specialised academic units.

Common abbreviation: LDC
LDC is a public specialised degree-awarding institution responsible for professional legal education and related legal training. A Bachelor of Laws degree does not by itself make a graduate an advocate. A law graduate who intends to enter legal practice must satisfy the professional requirements applying to legal training and admission to practice.
Parents considering law should therefore investigate:

UNITE was created in July 2024 as a public Other Degree-Awarding Institution. It has a national mandate covering initial teacher education, graduate teacher education, in-service training and continuing professional development. Its multi-campus structure includes centres at Kabale, Kaliro, Mubende, Muni and Unyama, with headquarters in Kira Municipality.
UNITE is important for learners who want to become:

The Ministry’s May 2025 participating-university list contained sixteen private chartered or equivalent-status institutions. Since then, Clarke International University, King Ceasor University and Valley University of Science and Technology have publicly announced charters, while Metropolitan International University announced charter status in 2026.
